Below are downloadable copies of the Fulbright annual reports from 1978 to 2016, provided to China Law & Policy by the Department of State’s Bureau of Educational and Cultural Affairs. Missing in the production are reports from 1987 and 2003. The report from 1990 is missing pages, including pages on the number of Americans sent to China. Finally, as of November 2020, the Fulbright Foreign Scholarship Board has failed to publish any reports for the last three years, even though it is required to do so by the Fulbright-Hays Act (22 U.S.C. ch. 33, § 2457). Thus, the last Fulbright annual report is from the 2016-2017 academic year.

We start with 1978 because the United States re-established diplomatic relations with the People’s Republic of China on January 1, 1979, immediately sending 49 Americans to China on fellowships. Today, before the Trump Administration terminated the China and Hong Kong Fulbrights (via Executive Order on July 14, 2020), the United States was sending over approximately 200 Fulbright scholars to China each year and China was send over 100 annually.

Starting in 2012, the Fulbright Foreign Scholarship Board produced the Fulbright numbers as a separate excel spreadsheet which are included below. Additionally, also starting that year, the Fulbright annual report no longer published the number of Americans receiving a Fulbright-Hays fellowship (the Fulbright-Hays is only for American citizens). However, the Department of Education produced these numbers and we are including these below.
